     History of the Civil Court  


     
  In the reign of King Chulalongkorn, King Rama the Fifth, the King reformed Thai Judicial System to be on a level with civilized countries. On April 21, 1882 , on the occasion of Bangkok centennial celebration, the King placed a foundation stone for the Court of Justice building which was completely constructed later. The Civil Court has come into existence as the first Court of Justice of Thailand ever since.

     In 1891, The King had a royal command to establish Ministry of Justice, have Central Civil Court and Kasem Civil Court to be under the command of Ministry of Justice and subsequently have Central Civil Court and Kasem Civil Court combined to be the Court of Justice. On April 10, 1897, Sulpakon Civil Court was combined with the Civil Court. Since then, the Civil Court had become the only court having jurisdiction throughout Bangkok for 84 years.

      In 1959 as the Court of Justice building was damaged and lawsuits constantly increased, the building was demolished. Therefore, the new Court of Justice building was built. On July 27, 1960, Field Marsha l Sarit Thanarat placed a foundation stone for the new building. It was completely constructed 3 years later. On May 15, 1963, there was a royal opening ceremony of the new Court of Justice building presided over by King Bhumibol Adulyadej, King Rama the Ninth. In addition, many courts were established, i.e. Thonburi Civil Court in 1981, Central Taxation Court in 1986, Southern Bangkok Civil Court in 1993.

     One of the historical symbols of the Civil Court is a pair of lions which was crafted from marble. It was dedicated to the King Rama the Fifth from Italian government. Subsequently, The King conferred it to Prince Rajburi Direckrit. It was given to the Civil Court later. At first, the crafted marble lions were placed at the front of the first Civil Court building. Until the new Civil Court building was completely constructed and grand opening ceremony of the building was taken place on May 15, 1963, while Field Marshal Sarit Thanarat was a Prime Minister, the crafted marble lions were brought to the new building and placed them at the front of the building. On July18, 1992 The Civil Court has moved to a new building on RatchadaPisek Road. The crafted marble lions were also brought and placed at the main hall.

     Since the Civil Court was established, there have been 50 Chief Judges. The first one was Phraya Prachakitkonrachak ( Chaem Bunnak ) . The present one is Mr.Thongphian Moolkay.
